The cheapest version of Windows 8 today costs about 1,000 dollars, while competitors like Apple and various Linux vendors regularly release free upgrades to their operating systems.

Another important factor is probably that Windows 8 has received a rather lukewarm reception, and a free solution should be able to attract more users to the new operating system.

The big question is how Microsoft will deal with those who are still using XP, Vista or Windows 7, Microsoft has a unique opportunity to gather users under a new OS if it is done available free to all, but it is uncertain how it relates to this.
