the petroleum safety authority norway (Psa) has led to the supervision of Statoil’s design and preparation, to the use of Oseberg H.
Tilsynsaktiviteten was carried out in the time 4.-5. October 2016. It was an interdisciplinary activity, concentrated towards the design and preparation to the use of the Oseberg H-the facility, according to the Psa.
the Plan for development and operation (PDO) for Oseberg Vestflanken 2, nine kilometres from Oseberg field centre in the northern part of the north Sea, was approved in June 2016.
the Field is under development and production start is scheduled for 2018.
the development solution chosen for Oseberg Vestflanken 2 is a fixed, unmanned brønnhodeinnretning. The facility Oseberg H – is a simpler device without nødkvarter and without the helideck, but with a støttefartøy permanently attached to the facility as long as there is personnel there. This is a new concept on the Norwegian continental shelf.
the Audit aimed to verify whether the design and preparations for the use of Oseberg H is in accordance with the requirements in the regulations, and whether it will be arranged for the proper operation of the facility.
It was found three discrepancies during the audit. These included the qualification and use of new technology and new methods, concurrent activities and evacuation.
The first deviation applied according to the tilsynsrapporten inadequate qualification and testing of selected solutions, new technology and new methods for the design of “simple offshorekran”, footbridge and støttefartøykran.
” We could not show that the concept of personelltransport and material handling was in accordance with the regulatory requirements to robustness; nor that no single fault condition will be able to lead to a hazard and ulykkessituasjon, said the report.
The second deviation concerned the lack of evaluation and risk assessment of concurrent activities with the footbridge and the cranes.
Statoil could not document that it was done risk assessments of concurrent activities with the vessel, the bridge and lifting equipment when støttefartøyet is connected to the Oseberg H bridge, called further in the report.
The last deviation was that it is not done analyses that document the beredskapens robustness by evacuation from the Oseberg H in all operating situations.
– It goes up by the PDO that the bridge must be permanently connected as long as there are personnel on Oseberg H. Statoil’s presentation about the readiness indicated, however, that there may be limited periods where the bridge not is available, said the report.
Furthermore, it was found forbedringspunkt related to the simulation of gasspredning, the basis for the maintenance program, noise, lighting, and the training of safety representatives and involvement.
