– This is not okay. We have a lot of information about people, something that is absolutely necessary that we should be able to do our job. Then our users can be confident that we will treat information about them in a proper way, says the ministry of labour and velferdsdirektør Sigrun Vågeng.
She ordered even the report after that, in February it became known that an employee had abused his position, and snoket in saksbehandlingssystemene. The employee lost his job.
Also Beyond have criticised the Nav, and now it turns out that the extent of snooping is “of a larger place than the Nav can accept”, according to the report.

The employees must log in with the user name and password when they browse in the many registers they have access to. But the logs that shows who has applied for the who, is not followed up well enough.
Thus, employees may, without fear of being discovered, the search of themselves, friends, family, colleagues and celebrities. The motives include curiosity, to investigate, or influence the stønadssaker. Part also makes the illegal search when they are in training.
– It is seriously that a large public body does not have this care, ” says Helge Veum, chief technology officer in the Inspectorate.
Big data
The employees have access to large amounts of data, including health information, what a person is punished for, and what contributions a person will receive.
Nav has an incredible amount of info about us, both about trivial and very vulnerable things, ” says Veum.
He says it is offensive when strangers get to know much about us, and that information can be misused, for example in close relationships.
– It is very important that we are protected. It violates the trust if this information is known.
Checking job seekers
Also when people are applying to work in Nav, misused information. Bosses at the agency have asked søkerlister to new positions, and then have checked the applicants against the Register systems.
“Then they addressed themselves to HR with a recommendation whether or not to hire some of the applicants,” it says in the report. This should have been a recurring problem.
I expect that everyone who works in the Nav, managers and employees at all levels, is his major responsibilities and making their users ‘trust-worthy,” says Vågeng.

Nav create agents
There is no overview over how many that are getting into, or where in the country the problem is greatest.
Nav alerts that they will make more changes.
– We are going to create a separate position as personvernombud in the Nav, we should have attention on the subject at the management level of the agency we and go thoroughly through the report to see what other measures we can put in the time quickly, ” says Vågeng.
The union will cooperate with management on this work.
the Entire Nav stands together to clean this up, ” says chief union representative Jody Nordhaug of the Norwegian broadcasting corporation.
