Usually tend updates from Microsoft to be of a larger size a perhaps necessary, but with the upcoming “Unified Update Platform” (UUP) will get updates of smaller size.
Windows Central compare the new platform with the download and update of a Windows Store game. An update to a game on the 60 GB is normally a few GB instead of downloading the whole game again.
