How will the architects recreate government quarter – Aftenposten

Since January this year, six architectural and consulting team of nearly 94 people working on proposals that ultimately will shape the new government quarter.

Monday becomes proposals presented to the public for the very first time. In four weeks are proposals showcased to the public in an exhibition pavilion in highrises.

– What we see is that these issues have developed different solutions and that there is a wide range of proposals. The Government’s main grip is to move all ministries to the new quarter, except the defense ministry. The challenge is to accommodate everyone in this area.

Some therefore propose to build high, others suggest adopting the entire area up to OBOS built. Then there are various solutions for the security and development of road races around. This illuminates only difficulty to get to everything, says the strategy and development director Bjørne Grimsrud in Public Construction.



Snøhetta its proposal

In his visionary proposal Snøhetta selected three towers that will clarify the government’s position in Oslo, while the urban space on the ground floor opens to the public.

While they suggest that Youngsroget becomes the new entrance space to the government quarter. A gently sloping Government Passage connects Storgata Folketeaterpassasjen, Torggata and Youngsroget with Akersgata and the new Government Park.

The six teams, plus students from architectural school in Oslo, has been divided into two groups. The tasks have been showing a phased rollout of the government quarter for the periods 2024-2034 and one for 2064. In addition they have a visionary task.

– Now an evaluation committee of ten people, with the support of various committees , describe the different solutions and provide advice to Statsbygg. BIG its proposal

Four of the teams proposes to create a public park in the area between Akersgata and highrises. ASPLAN VIAK its proposal

A refined towers that do not overpower the iconic H and G blocks, but as with its location complements and completes a comprehensive composition. Asplan Viak also want to transform the area in front highrises to the finest city garden. Among the proposals is a separate rose garden.

Will debate

The proposals will undoubtedly arouse great debate, not least because many of the teams have chosen to build monumental signal building height . Both Snøhetta and the Danish architects Big selected pyramid-like buildings. The same also Asplan done in his visionary proposals.

– This bodes very well, because it shows us the opportunities we have in the development of new government quarter. It is exciting contributions, because they are so different. This is going to generate debate and it is a debate I welcome. The development of the

government quarter is important, both for those who will work there for the city and the country, says Local Government and modernization Minister Jan Tore Sanner.



MVRDV its proposal

Dutch MVRDV has one of the most prominent proposals. They want to frame the government quarter in a ring of office jobs along the quarter boundary line. On top of this ring will have a separate rooftop garden for the city’s population, in addition to a private garden inside the ring. During highrises creates a glass plaza with a central lobby.

Minister Sanner has always been clear that it was important to consider living in urban development of the new government quarter. It feels the minister that the themes have been taken into account.

– I’m very happy. Because this is the heart of the capital, it is important that it becomes a block of open urban spaces, says Sanner.

He stressed that it is not one of these proposals will be realized, but a mixture.

– These teams have seen the possibilities that exist, how to create new urban spaces, where high and compact it can be built. Here should however not be announced one winner, but we’ll pick the best of several, he said.



LPO its proposal

Where Y-block today is, want LPO making a major government park. There will also be room for the memorial after 22 July. In addition, they suggest several office towers of different heights to accommodate the various ministries and the Prime Minister’s office.

Much of the criticism in advance have gone on that many have warned that a new government quarter must not be seen as a fortress of security reasons. Therefore proposes Asplan Viak linking all ministry buildings via secured areas under the city floor.



White’s proposal

Arkitektkontoret White wants to go from closed first floors to open facades with a mix of activities that caters to employees, visitors and the general public. Furthermore they want to build G-block higher, besides settlers. In addition, they want to use Møllergata 19 as an external conference.

– During the work we have been in dialogue with the company that developed the Ground Zero after the terrorist attacks in New York. They advised us not to make the government quarter to a sad place but vibrant place where people gather to do things, she said.

In his visionary proposals they have also outlined what could be Norway’s highest at 128 meters. For comparison, the Oslo Plaza 110 meters.

– How dominant should a government quarter will be in the Oslo skyline. Several of the other selected multiple volumes, we have selected only one. Where there is a big difference. We believe that the most important buildings are already there.

Thus, we also get one building from the 1800s, one from the 1900s and saw this from our own time. Together, the three iconic buildings in a unit, she said.
