EOS Committee: Shall scrutinize PST’s use of base stations – Aftenposten

– We’re not finished with this issue and come back with a thorough follow-up when we’re done, said EOS committee chairman Eldbjørg Løwer when she Wednesday presented the Committee’s annual report.

Revealed signals

Before Christmas last year revealed Aftenposten using advanced counter intelligence equipment signals from the most likely were active false base stations, so called IMSI catchere, several locations in downtown Oslo.

Similarly equipment used by a number of major Western intelligence and security organizations to reveal mobile monitoring.

Before Easter enlightened PST for the first time that they have spent IMSI catchere about 30 times over the past three years. According PST chief Benedicte Bjørnland used such equipment when there is a judicial ruling.

Concluded Findings – then they rejected everything

The only survey Norwegian authorities did before Aftenposten matters, which was done by the National Security Authority (NSM) and PST, concluded that there is likely that there are false base stations, such Aftenposten has revealed.”

When PST just before the Easter holidays for the first time in over three months spoke åpentom Aftenposten findings, the story was another.

At a press conference back showed PST chief Benedicte Bjørnland both own measurements made by NSM and PST and Aftenposten findings errors.

– Our conclusion is that it is not found indications of the use of false base stations or IMSI-catchers in the raw material which Aftenposten has based their articles, and they measurements Aftenposten has done in collaboration with several security companies, said Bjørnland.

PST has concluded all signals have natural explanations. According PST contains Aftenposten measurements several weaknesses, including that they were made in a short time and in motion.

The investigations PST has done in collaboration with the Intelligence Service in the aftermath has not shown any false base stations, according PST boss .

Followed not duty

The Committee is also examined data from Aftenposten that PST and police since 2013 has not followed duty, to ensure that the supervisory authorities and the National Communications Authority is oriented when Norwegian authorities using fake base stations.

According to the annual report has EOS Committee asked NSM and PST to account for their practices.

“In an inspection of NSM directorate stated that the authority has so far not been used . PST illuminated in an inspection that the service is not complying duty to Nkom when the service using cellular regulated zones, “writes EOS Committee.

Over the Parliamentary control body, PST said that duty is in violation of confidentiality applicable to PST coercive measures .

EOS Committee pointed to Aftenposten has previously written, Ministry of Justice has previously determined that confidentiality provisions were not preclude duty.

Before Easter said the justice minister and PST that duty must be followed.

Since the new year, the number of reported cases of the use of false base stations organized by Norwegian authorities risen sharply, according to the National Communications Authority.

Report with findings exempt from public

Two days after Aftenposten published their cases decided PST and Oslo police that it was “reasonable cause” to start investigation, which is still in progress.

The measurements NSM and PST did before Aftenposten published, was commissioned by the Ministry of Justice after they had received information from Aftenposten.

Concluded in February

According to Aftenposten concluded PST already in February that it Aftenposten “ordinary base stations for a period has been revised strength”, a conclusion they also sent on to Justice and Public Security.

This claim is rejected by the security companies that measurements performed in Oslo.

– If they think that we did have something with signal strength to do, it shows that they do not understand what kind of methods and equipment we used, said Gordon McKay, head of security company Delma in the UK, who carried out the measurements.
