Twitter confirms that they put down the video service.
In a blog post on Medium confirms Vine and Twitter that the mobile app will soon be history.

The Guardian writes that the Vine has been hit by major job-cuts this week, but that Twitter will not disclose how many Vine-staff that are afflicted by an the announced earlier this week.
Vine-videos already posted on the web, are not removed – at least not with the first – and users can both see and download the old videos via the company’s website.
“We appreciate you, your Vines, and we shall do this in the right way. You can access and download your Vines. We are going to keep the site up because we feel it is important that it still be possible to see all the wonderful Vine-videos that are made”, prints the Vine and add that users are notified before changes are made to the app or the website.
Shifting focus
Twitter acquired Vine in 2012 and the app was launched in 2013. Later it has been a popular app to watch short clips of six seconds.
the Choice to shut the Vine seems to be a link in the twitter’s project to get the boat on the right keel.
