Tuesday adds control committee presented its recommendation after hearing about hospitals controversy Nordvestlandet. Aftenposten has previously written there is no majority in Parliament neither of distrust or criticism against the Minister of Health.
Høie decided on 19 December that the new joint hospital for North Møre og Romsdal were added to Molde and not Kristiansund.
The hearing was conducted after it came strong statements from Nordmøre about corruption and pressure and that Høie had broken health law through instructing health authorities to choose Right-ruled Molde.
When In January this year became clear that the Audit Committee and its chairman Martin Kolberg (Ap) would scrutinize Høie, several experts in health management which, in Aftenposten, claimed that several former Labor health ministers had driven significantly more instruction, bypassing corporate meeting than it Høie possibly had done.
Closed meeting
Among other things, eksstatssekretær Roger Ingebrigtsen (Ap), at a closed meeting at the Ministry on 18 February 2010 have asked the Chairman and CEO. in Central Norway, Kolbjørn Almlid and Gunnar Bovim, to halt plans to the former Labor health ministers Sylvia Brustad (2005-2008) and Hanssen (2008-2009) to build a new hospital in Molde. Modest came “across the table” and outside corporate meeting.
According to a report from the meeting, made by Almlid itself, was Ingebrigtsen clear:
The planned hospital had placed as ” close Kristiansund that it would be accepted by the political authorities “in the Labor-controlled town.
– Roughly misquoted by Almlid
This also reiterated Almlid under parliamentary hearing against Høie February 13th, and right before Ingebrigtsen should explain himself. Asked by Kolberg rejected ex-Secretary of State (for the then Health Minister Anne-Grete Strøm-Erichsen) ALMLID explanation.
Ingebrigtsen said ALMLID abstracts were “mistake citation”, “very angled” and that the meeting in the Ministry came able because Almlid wanted a “carte blanche to run Molde option further.” Ingebrigtsen also said that he had never said that the hospital had to be placed closer to Kristiansund.
– Simply not true
Almlid reacted strongly to it Ingebrigtsen said during the hearing.
– I react strongly that it is prepared as I lie, both during the hearing and recorded in the minutes. It Ingebrigtsen said during the hearing whether this is simply not true, says Almlid. He thinks it is especially bad that Ingebrigtsen allegations about him made in a control hearing in Parliament, with the earnest it gives the case.
– I have obviously not had any other motive in this matter than to follow up the was academically clarified as the best option, and that Prime Minister Jens Stoltenberg and Power Erichsen predecessors, Hanssen and Sylvia Brustad, fully supported.
– Never confirmed in corporate meeting
Almlid says both he and Bovim was surprised Ingebrigtsen “turnaround”, especially over the rationale: to satisfy Aps local branch in Kristiansund. But Almlid points out that “of course would relate to it as the new health minister wanted.”
– But we knew there would be trouble in More about this. We therefore asked Ingebrigtsen that this also was stated and communicated externally, but it never happened. It was never confirmed in a corporate meeting, beyond that the minister requested new studies of various options.
Supports Almlid
More Labor colleagues of Ingebrigtsen og Romsdal says Ingebrigtsen – like before the meeting at the ministry in February 2010 – said the same thing to them: The new hospital had placed closer Kristiansund sake of political pressure there.
Former county, fylkesrådmann and Labor Undersecretary Kare Ellingsgård told Aftenposten Ingebrigtsen , in a meeting with Møre og Romsdal Ap 20th December 2009, said exactly the same as Ingebrigtsen, according ALMLID abstracts, should have said to Almlid.
– I can not give Aftenposten minutes from the meeting on 20 December 2009. It is party internally. But I can confirm that there the minutes stated that Ingebrigtsen at the meeting stated that the planned nysykehuset Molde had placed closer Kristiansund to stop protests there, says Ellingsgård,
– Ingebrigtsen would have signatures
Former manager of Molde Labor, Sidsel Rykhus, also confirms ALMLID statements. Ingebrigtsen called namely the local Labor peaks in Molde and Kristiansund to a meeting about “hospital issue” in Molde five days earlier, on 15 December 2009.
– We were three from Molde Labor and three from Kristiansund Labor, as well as representatives from the county at the meeting. Ingebrigtsen let the meeting presented a proposal where we were going to sign that we agreed that the hospital was planned in Molde should be as close as possible Kristiansund. The formulations were roughly identical with those contained in ALMLID abstracts says Rykhus.
– Should you sign it, make a deal?
– Yes. But it was obviously impossible for Molde Labor to go along with it, says Rykhus.
– Why should Ingebrigtsen be interested in making a deal with skritftlig you?
– It was probably an attempt to gain acceptance for the minister’s desire to satisfy Aps local branch in Kristiansund and get peace around the case.
– Were cursed
Rykhus she says was shocked Ingebrigtsen statements in the televised hearing.
– I was shocked, distressed and not least upset over it Ingebrigtsen got to say, and especially the way he portrayed Kolbjørn Almlid on.
Aftenposten spoke to several present at the meeting on 15 December confirming the Rykhus says.
Ingebrigtsen rejects
Roger Ingebrigtsen says that he has never said that the new hospital had moved closer Kristiansund to satisfy Aps local branch of Nordmøre city.
– officers of the Ministry who were present during the meeting with Almlid in February 2010 also reacted on ALMLID abstracts. Both that Almlid made a report, without checking with us about the minutes were correct, but also that the minutes were incorrect. It was a sharpened and angled report from a man who came to Oslo to receive the green light for his plan, without financial coverage and without taking into account the need to find a mutually acceptable solution for the whole region. On that basis, I said that I was grossly misquoted, says Ingebrigtsen.
Aftenposten spoke to the three officials who were present during the meeting in the Ministry of Health. They want neither to confirm nor deny it Ingebrigtsen says. One shows that the person took a report from the meeting, but that the minutes were destroyed during the terrorist attack on 22 July 2011.
– This must Almlid endure
– Almlid hazards around with a report that is incorrect. Then he must accept that we are going our version says Ingebrigtsen.
He also dismisses it his former Labor colleagues in Møre og Romsdal says.
– Any understand that it is difficult to suppose that an undersecretary hazards around with papers that people must sign says Ingebrigtsen
Roger Ingebrigtsen resigned as secretary of state, and from Norwegian politics, in November 2012. He justified the departure that he in 2004, when he was 37 years, had an “unacceptable” compared to a 20 years younger steward girl in the party.
