Here Nexia looked at the economic and technical challenges of installing and operating a fiber cable along with Northern Link cable between Norway and Germany, and NSN Link cable between Norway and the UK.
The report states that adding a fiber cable along with Statnett’s power cables to Germany and the UK is technically demanding and not profitable when compared with other options in today’s market.
Existing and potential standalone fiber cables, according to the report less risk and improved profitability.
Fiber in combination with Statnett power cables will therefore require full funding by others than Statnett, including investment, operating costs and risk coverage.

New deadline
Statnett will now examine whether there is market interest in being involved in such investments.
– The assessments around a potential fiber project is scheduled to be completed by the end of 2015. A final decision will be taken by involved partners and require approval by the relevant authorities, writes Statnett on its own website.

The main findings of the report:
- Due the long distance is dependent on fiber cable with active signal amplification. This technology has never been used in combination with the power cable of this kind before.
- The profitability is negative for all analyzed option. There are already a total of four fiber cables to Denmark and the United Kingdom, and new fiber cables will basically not be competitive with these, given the expected market performance.
- A separate fiber cable across the Skagerrak to Denmark, and further via land, has improved profitability than fiber combined with Northern Link cable.
- There is a risk of delays and increased costs associated with installation, operation and repair of fiber in combination with a power cord.
- All or part of a potential fiber investment must be secured from third parties that it should be possible to ensure profitability.
