Latmannskoding may be the reason.

Windows 10, Windows 7, and 8 fused to a nice hybrid, but the real reason to drop Windows 9 can be something other than that Microsoft thought this version very much again.
Is this the reason?
reason may simply be code Windows 95 and 98 days that still are to be found in a pile applications.
There is a selveklært, but unconfirmed, Windows developer on Reddit comes this rather surprising but logical (?) explanation
if (version.StartsWith (“Windows 9″)) {/ * 95 and 98 * /} else {
Learn how: loads down Windows 10.
Lazy programming
One need not be either a rocket scientist or programmer to see that this could become a problem.
Applications of this code snippet examines what OS running by counting the first number, ie 9 but it had not been old Windows 95 or 98 machine had run, but Windows 9
This would result in problems on a large scale, depending on how many applications that use this latmannskodeningen.

Pragmatic solution
“cranbourne,” as the developer’s nickname on Reddit is, argues therefore that the name change is very pragmatic character, and not a utspekluert attempt to get as far from “Windows 8″ as possible, although certainly it is also desirable right now …
But what about Microsoft, they have probably the answer to why they ended up at number 10 and not nine? No, not really.
This answered the Gizmodo:
“Windows 10 Windows carries forward to new ways of doing things. It is not an incremental change, but a new Windows that will strengthen the next billion of users. “
