The German government will introduce tolls to finance further expansion of roads. But the tax will only frame foreigners and shall give the Germans 500 million euros or around 4 billion in esktrainntekt.
This is bad news especially for Norwegian holidaymakers.
It is not allowed by EU rules to limit foreigners alone.
This will prevent free movement of goods, services and people, three of the four freedoms that the EU is founded.
Deduction for tolls
The German government believes it does not impose such obstacles to free movement.
The Germans will, if this goes through, collect tolls from all running in 2016. If the vehicle in question is registered in Germany and thus pay vehicle taxes to Germany, they can deduct the toll in vehicleFee. That means for a German motorist gets tax burden the same. The foreigner, whether it is a Norwegian tourist or a Norwegian trailer with salmon, must pay more to use the roads.
How much tax is pr. car owner depends on how far and in what freeways driving.
Junker says no
This scheme has the new President of the European Commission, Jean-Claude Juncker, come down hard . In early December he took this up directly with the German Chancellor Angela Merkel, the newspaper Frankfurter Allgemeine.
Junker has threatened Germany with the EU will sue for breach of the EC Treaty if they introduce a scheme in this way only affects foreigners.
Disagreement long
This issue has for many years been a gall in relations between the EU and Germany. The Federal Republic is a transit country number one in Europe. Not least thanks to its high road standards. The Bavarian party CSU – which is part of Merkel’s coalition – have had it as its flagship that foreigners should pay more of veikostnadene when they are also heavy users of the road network.
But the problem has been to get this to conform with EU rules.
In a number of other European countries, such as France, it is high tolls for using motorways. But these are the same for everyone. High taxes have led to a number of lorries choose to run other ways.
